INDOOR SOCCER LEAGUE RULES   

Preamble 

Any matter not covered by the League Constitution Rules and Regulations shall be governed by the provisions of the published rules of the OSA.

 

Clubs are responsible for teams registered in the League.  Each Club shall be responsible for any fines levied against the Team. 

 Code of Conduct 

A player, coach, team official or spectator must at all times conduct themselves in a manner that is not detrimental to the Game.  Participants and spectators shall at all times treat others with respect and dignity. Impeding, harassing, or otherwise intimidating a game official, opposing coach, members of the League, spectators, or opposing players, will be subject to disciplinary action.    

1.0       Participation

1.         Participation is open to any club that is a duly registered member of the Peel Halton Soccer Association (the “PHSA”). Clubs from other Districts may only participate with the permission of their District and the approval of PHSA.              

 

2.         The League may, from time to time, make such changes to the Rules and Regulations as may be deemed necessary for the efficient administration of the League within its jurisdiction. Changes must be approved by the League Management Committee and by the Board of Directors of the Host Club, prior to coming into effect.  

 

3.         Teams will be eligible to participate in the League following receipt of their Application and League fees and after acceptance into the League by the League.   

 

2.0       APPLICATIONS  

1.         Team Registration fees shall be determined annually.               

2.         Applications must be received by the deadline date determined by the League.  The Application must be complete with full registration fee.

3.         Late applications may only be accepted at the discretion of the League.

4.         Any team application received without full payment will be deemed to be incomplete and will not be accepted by the League.

5.         Club teams withdrawing from the League will be subject to discipline as outlined in Appendix “A”              

6.                  Teams must submit with their application on such other date as the League may determine in subsequent years.  

7.                  The withdrawal deadline for registered teams is October 1st of each year that the League operates, unless otherwise stipulated by the League.   

 

3.0       CLUB TEAM AND TEAM OFFICIALS RESPONSIBILITES                

 

1.         Each Club is responsible for the conduct of all Team players/officials and for Team supporters at all times, both on and off the field. Players, team officials and spectators shall conduct themselves in accordance with the Rules of Conduct as set out by the O.S.A. and the League. All team officials and players shall confine themselves to the bench. Only duly registered officials and players are allowed on the players’ bench. 

 

2.         The coach and players shall confine themselves to within 1 meter of the players' bench and outside of the playing area.              

 

3.         Any game abandoned by a game official will be dealt with through the disciplinary process. A team found guilty of causing abandonment will forfeit the points and may be subject to a fine as per policy section 9, 15.0.  In the event that both teams are found guilty, no points will be awarded.               

 

4.         A player, coach, team official or spectator impeding, harassing, or otherwise intimidating a game official, opposing coach, members of the League, or opposing players, will be subject to disciplinary action.               

 

5.         Team officials must be properly registered with their club and the District.   

 

6.         The Clubs are responsible for ensuring that all team players/officials are properly registered with their Governing Organization. A current team roster must be provided to the League prior to the start of the season. Failure to comply will cause the team to forfeit their games and be subject to Disciplinary action.             

 

7.         Changes in team official(s) or player(s) must be communicated to the League within 48 hours of the change. Failure to comply will result in Disciplinary action              

 

8.         A Club team may register a maximum of 18 players on each team (non Mini Teams only).             

 

9.         Each team may dress a maximum of 18 players for a game (non Mini              Teams only).             

 

10.       A maximum of four registered team officials are permitted to sit on the bench during the game and their names must be recorded on the game sheet.             

 

11.       Team officials are not permitted to enter the field of play, unless invited by the referee.             

 

12.       Game balls shall be the responsibility of the home team. Size 4 for U8 to U12 and size 5 for U13 to adult.  

4.0       PLAYER IDENTIFICATION  

 

1.         Youth Team officials must be in possession of properly authorized OSA Team official registration books at all games. Youth Team officials may not participate without a registered OSA Team official book. 

2.         All youth players must be in possession of properly authorized OSA Player registration books at all games. Youth Players may not participate in the game without a properly authorized Player Registration book. Teams, at their discretion, may inspect OSA player/team official books of the opposing team. Inspection will take place 15 minutes prior to kick off and must not delay the start of the game. Upon request, teams may not refuse to have their books checked.  Teams may request league staff to inspect a player/team official’s book at any time before or during the game.             

 

3.         Failure to produce the OSA player books for youth teams will result in forfeit of the game and the club will be subject to disciplinary action.  

 

4.         Only youth players with authorized OSA registration books may have their names entered on the game sheet and be deemed eligible to play.  

 

5.         Once a game has been started, team officials forfeit the right to inspect youth player books, unless a player arrives at the game late.                

 

6.         Players will wear appropriate uniforms throughout the duration of the game consisting of numbered shirts, shorts, matching socks and shin pads and appropriate indoor footwear.  

 

 5.0       PLAYER ELIGIBILITY 

 

1.         All youth players shall be duly registered prior to Feb. 1st. of each year. No additional youth players may be added to a team’s roster after such date   

 

2.         Any youth player registered to a team in the League cannot be registered to any other team participating in the League. 

 

3.         All rules and regulations as set out in the O.S.A. Policies and Procedures regarding the signing and transfer of players shall apply.              

 

4.                  Teams found to have used an ineligible player(s), shall forfeit the game(s) to its opponents. In the event that both teams are found guilty of using ineligible player(s), no points will be awarded. A team found guilty of using ineligible player(s) will be subject to disciplinary action.  Standard fines will apply as per OSA policy        

Ineligible Player -   

Although the list below is not all exhaustive, an ineligible player is a player who:            

a)  Is not registered under OSA Policies and Procedures            

b)  Is registered under a false name.            

c)  Is under discipline suspension            

d)  Played under different name (used card from another player)             

e)   Player played without an OSA Registration book             

 f)  Played as a guest player without the appropriate approvals               


  6.0       TRIAL PLAYERS/CALL UPS/Temporary Players 

1.         OSA rules shall apply with respect to Trial, Temporary and call up players.  

2.         A team shall not play more than three players in a game that are not registered on the team roster.               

3.         Trial and Temporary permits cannot be used after Feb. 1st each year.

 

4.         Call ups from within the same Club registered in a lower division or younger age group may be used at any time. 

 

Players cannot play more then two years above their current year of eligibility.  A player can be used as a call up a maximum of five times per season.  A player cannot be called up more then five times no matter the number of different teams that the player has played with.   Call up players must be clearly indicated on the game sheet of each game in which they participate.

 5.         If two youth teams from the same Club are registered in the same division of play, then no call-ups are permitted between these two teams.                          

7.0       LEAGUE GAMES  

1.         Duration of games is as follows:             

All age groups during 6 v. 6 matches will play two X twenty-five minute halves.            

9 v. 9 games will consist of a single (45) minutes straight time game duration;             

2.         There will be no extra time or penalty kicks to determine a winner in the event of a tie, except in the event of a play-off game.              

3.         Teams shall be given five minutes (5) of grace time from the scheduled kick-off time to field the minimum required number of players (4) for 6 v. 6 games.  

4.         In the event that one team does not field the minimum required number of players to start a game, it will be considered to have defaulted the game and shall forfeit the points and will subject to disciplinary action.  The opposing team will be awarded the win and a score of 3-0 will be recorded. 

5.         In the event that both teams are unable to field the minimum number of players to play the game, both teams shall be considered to be in default of the game and no points awarded and both shall be subject to disciplinary action  

6.         In the event that a team does not show up for a regularly scheduled game, it shall be deemed that the team is in default of the game and will not be awarded any points and be subject to disciplinary action.  The opposing team will be awarded the win and a score of 3-0 will be recorded. 

7.         In the event that both teams do not show for their scheduled game no points will be awarded and both teams shall be subject to discipline.  

8.                  For 9  v. 9 League games, all of the OSA’s Playing Rules for Indoor Soccer shall apply, save and except as follows:  

(i)                 The field of play will be half of the full sized indoor field consisting of a width of 49 metres and a length of 57 metres

(ii)               The goals shall be regulation outdoor nets consisting of 7.32 meters (8 yards) wide by 8 feet high;

(iii)             When the ball crosses the touch line, then the restart shall be a throw-in;

(iv)              The  maximum number of players shall be nine players and the minimum number of players shall be five players.

(v)                The penalty area will be proportional to the size of the field/ goals.(

vi)              Both Direct and Indirect free kicks will be awarded

(vii)            Slide tackles will be allowed

(viii)          The off side rule will be in effect for all direct and indirect free kicks.  Offside will not be called in open play.  

8.0       SCHEDULE  

1.         Under no circumstances will teams be allowed to postpone or reschedule games, except as may relate to the Ontario Indoor Cup or Showcase Tournaments in respect of Division 1 teams only. Black-out dates for Showcase Tournaments must be submitted to the League in writing on or before November 30th of each year. Black-out dates for the Ontario Indoor Cup must be submitted to the League in writing within 10 days following the release of the official schedule for the Ontario Indoor Cup by the OSA. The maximum number of black-out dates that any Division 1 team may request is limited to three league games.

2.         All games will be played as scheduled unless the game is postponed by the League or the referee.

3.         A game is deemed to be complete, if one half plus one minute have been played prior to the game being called or 21 minutes of a 9v9 game.  

4.         Every attempt will be made to play postponed games within three weeks of the scheduled date. The League will reschedule postponed games.     

9.0       PLAYER EQUIPMENT  

1.         The player's equipment shall consist of a regular uniform with a number on the shirt that corresponds to his/her number on the Game Sheet. It is mandatory for all players on the team to have the same shirts with different numbers. 

2.         The goalkeeper must wear a numbered shirt with colours that distinguish him/her from the other players on both teams.

3.         The number shall be of contrasting colour to the shirt and shall be permanently affixed to the player jersey. Footwear shall be running shoes, indoor soccer shoes (Flat sole), Turf Shoe's or outdoor cleats (Molded Stud).  No metal cleats or six studs will be permitted.

4.         In the event that the teams have the same colour shirt the home team must change.

5.         Shingards and Socks are mandatory at all times.

 10.0    REFEREES  

1.         All games shall have assigned an OSA registered referee.    

2.         The decision of the referee to cancel or abandon the game is final.  

3.         It is the responsibility of the referee to report ALL discipline issues that occurred in the game to the League office within forty eight (48) hours from the completion of the game. Failure to do so will result in disciplinary action as per OSA policy.  The League shall forward all disciplinary findings to PHSA following each meeting of the disciplinary panel. In the case of alleged referee assault, reports shall be forwarded by the Referee to PHSA immediately upon receipt and a copy of such report shall be also provided to the League.              

4.         The Referee is responsible for sending completed game sheets and other official paperwork to the League within forty eight (48) hours of the end of the game.  

11.0    STANDINGS  

1.         For League standing purposes, three points shall be awarded for a win, one point for a tie and zero points for a loss. 

2.         In the event of a tie the winner shall be determined as follows:              a.      Head to Head b.      If still tied, Goal Difference c. If still tied, Goals ford. If still tied, Goals againste. If still tied, Most winsf, If still tied, Penalty kicks     

12.0    DISCIPLINE 

1.         All discipline shall be conducted by the League, save and except for game official assaults in which case discipline shall be conducted by the PHSA.   

2.         The Discipline by Review (DBR) process will be used for all cases as outlined in the OSA Published Rules.   

3.         In cases where Discipline by Hearing (DBH) is mandatory, the appropriate parties will be notified by the League or the PHSA, as the case may be.  

4.         All parties have the right to request a hearing (DBH) and such requests will be made in writing to the League together with a $50 administration fee no later than 48 hours following the playing of the game.   

5.         The OSA player book must be presented at all hearings otherwise there shall be no hearing held and the player shall be considered to have missed the hearing.  

6.         Failure to appear for a hearing will result in the immediate suspension of the player from All Soccer Activities until a new hearing has been requested by the player and a $100 fine payable by the applicable club. The accused must then request another hearing date, in writing in to the League and pay a fee of $50 to re-schedule the hearing.  

7.         Youth Team officials or Club representatives must ensure that the OSA player book for youth players must be marked at the League or the PHSA anytime before the playing of the first game which the player is suspended.

8.         Players, team coaches and officials whose names appear on game sheets after a suspension has been imposed are deemed to have participated in the game while under suspension. They will be subject to further disciplinary action.  

9.         Teams failing to comply with League Rules and Regulations are subject to fines and/or disciplinary action. Team and Club Officials will be notified in writing of any fines levied and/or disciplinary action taken.


10.         Alleged referee assault, will be handled by the district association in which the player or team officials is registered. The Accused is automatically suspended from all soccer related activity, as per O.S.A. Rules, until the case has been disposed of.            

11.       A team official, who for whatever reason during a game, pulls his team off the field will be subject to disciplinary action.               

13.  Discipline Procedures 

1.         Discipline action shall be taken in accordance with O.S.A. and League Discipline Policy and Procedures and the following guidelines will apply: 

2.         Discipline By Review (DBR) 

All Player dismissals for:  a)                 Serious Foul Play,  

b)                 Serious Foul Play (hand ball),  

c)                  Violent Conduct 

d)                 Foul or Abusive Language directed at game officials. 

e)                 Foul or Abusive Language directed at anyone other then game officials, or 

f)                    Third, Fifth, Sixth, Seventh, Eight or more yellow cards in a season; will be dealt with by Discipline by Review where the Player doesn’t have to appear to the hearing, but he can request a hearing if he wishes to do so within forty eight (48) hours of the end of the game, (weekend excluded). The request shall be in a form of a request for a hearing together with a $50 hearing fee.  

3.         An Accused may choose to be accompanied by another adult who may act as an adviser.  An adviser may not act as a witness nor provide any testimony at the Discipline Hearing. An Accused person less than eighteen (18) years of age must be accompanied by an adult. The OSA Player Book must be presented by youth players before the start of the hearing, if the book is not presented the hearing may not proceed.  


   14.0    PROTESTS AND APPEALS              

1.         Game protests must be made in writing within two (2) business days of the game being played. Protests may only be made by a team official involved in the game.             

2.         All protests must be accompanied by a protest fee of $200 in the form of a cheque or money order. If the protest is upheld the protest fee will refunded. An administration fee of $50 will be charged for each case regardless of outcome.   2.1    All protests must be sent by registered mail or courier to the League at:  5600 Rose Cherry Way, Mississauga, Ontario. 

3.         Game protests will be heard by the League in accordance with OSA’s published rules. Any other protest will be heard by the PHSA..              

4.         No protest pertaining to the decision of a game official will be heard.              

5.         Appeals of League decisions by a player, team official or club official must be forwarded to PHSA for processing within 5 days of the decision being rendered.  A fee of $50 must accompany the appeal. If the appeal is upheld the protest fee will refunded. An administration fee of $20 will be charged for each case regardless of outcome.

All hearings fees and fines must be paid within 21 days of receiving notification.  Clubs are responsible for all fees and fines. Clubs not paying discipline hearing fees or fines within the stipulated time will be declared not in good standing with the League and their District Association.
